The county’s court system falls within the Fifth Judicial District and comprises a Circuit Court, a General Sessions Court, a Chancery Court, a Juvenile Court, and four municipal courts. Court records generated by these tribunals are managed by two principal custodians: the Circuit Court Clerk, who handles records for the Circuit Court and General Sessions Court, and the Clerk and Master, who oversees filings for the Chancery Court. Understanding which office holds the records you need is the first step in any successful search.

Individuals looking for Blount County court records can begin with official resources provided by the state and county. At the county level, records can be searched through the Blount County online court records portal, accessed at public-use computer terminals inside the courthouse, or requested directly from the appropriate clerk’s office. How to Look Up a Court Case in Blount County?

There are three main ways to locate a case filed in Blount County: searching the county’s online records system, visiting the clerk’s office in person, or submitting a written records request.

Online Records Search

The Blount County Circuit Court Clerk and the Clerk and Master both provide access through the county’s online court records search portal. This system contains current public court records for cases filed from August 1, 2019, to the present. Some older cases may also appear. Confidential cases are excluded from search results. In-Person Searches

Written Records Requests

To request copies of Circuit Court or General Sessions Court records, complete the Public Records Request form (Form A) and submit it by email to bccc@blounttn.org, by fax to (865) 273-5411, or in person. Include your phone number and email so the clerk’s office can contact you with an estimate and arrange pickup or mailing.

Copy Fees (Circuit Court Clerk)

  • Standard copies: $0.50 per page
  • Certified copies: $5.00 per certification plus $0.50 per page
  • Labor exceeding one hour: $22.00 per hour
  • Payment accepted: cash, money order, cashier’s check, or credit card (with fee)

Proof of Tennessee citizenship — typically a valid Tennessee driver’s license — is required before records are released, per Tenn. Code Ann. § 10-7-503.

Are Court Records Public in Blount County?

Court records in Tennessee are presumed open to public inspection under the Tennessee Public Records Act (Tenn. Code Ann. § 10-7-503). This statute requires that documents created or received in connection with official government business be available to Tennessee citizens upon request. All court cases in Blount County — except those classified as confidential — are accessible to the public.

However, the following categories of records are restricted or entirely closed to public access:

  • Juvenile Court records: Cases involving minors in delinquency, dependency, neglect, and unruly proceedings are confidential. Access requires authorization or a court order.
  • Adoption records: Files involving adoption proceedings and termination of parental rights are sealed.
  • Mental health and civil commitment records: Proceedings under the Mental Health Procedures Act carry access restrictions.
  • Sealed cases: Any case sealed by court order is excluded from public searches and cannot be disclosed.
  • Redacted information: Social security numbers, financial account details, medical records, and other sensitive personal data are redacted from records before release to the public, with the cost of redaction borne by the requestor (Tenn. Code Ann. § 10-7-503(a)(5)).

When a records custodian denies access, the denial must be provided in writing, specifying the legal basis. Requestors who believe a denial was improper may seek review through the Tennessee Office of Open Records Counsel.

Blount County Criminal Court Records

The Circuit Court’s Criminal Division handles felony prosecutions, misdemeanor cases, petitions, and post-conviction matters in Blount County. The General Sessions Criminal Court conducts preliminary hearings in felony cases and hears misdemeanor charges. All criminal cases — except juvenile matters — are open to the public, and a public access computer is available at the courthouse for searching criminal records.

The Tennessee Bureau of Investigation (TBI) is the state’s central repository for criminal history information. Background checks can be requested through the Tennessee Open Records Information Services (TORIS) website or by mail. Each background check costs $29.00, payable by credit card for online requests. Blount County Civil Court Records

Civil litigation in Blount County is divided between the Circuit Court and the General Sessions Court based on the amount in dispute. The Circuit Court hears civil cases where the amount in controversy exceeds $25,000, while the General Sessions Civil Court handles claims of $25,000 or less. In General Sessions, individuals may represent themselves, but corporations must be represented by an attorney. Judgments in General Sessions become final after ten days.

Accepted payment methods at the Clerk and Master’s Office include money orders, cashier’s checks, law firm checks, and cash. Personal checks, debit cards, and credit cards are not accepted. All fees are due at the time of filing.

Blount County Family Court Records

Family law cases in Blount County are distributed among several courts depending on the nature of the matter. Divorce, child support, custody disputes, and protection orders are primarily heard in the Circuit Court’s equity or domestic relations sessions and through the Clerk and Master’s Office. The Juvenile Court handles dependency, delinquency, paternity (where the parties were never married), guardianship of minors, emergency removals, and termination of parental rights.

Divorce Records

The Clerk and Master’s Office maintains most divorce records in Blount County. Copies of a divorce decree cost $0.50 per page, with an additional $5.00 for certification. Marriage Records

The Blount County Clerk issues and maintains marriage licenses. Marriage records are public and can be searched through the online marriage license search by entering the names of the married couple. In-person requests may be made at:

Juvenile Court Records

The Blount County Juvenile Court is located at 391 Court Street, Maryville, TN 37804. Phone: (865) 273-5935 The Juvenile Court Clerk is the custodian of all juvenile case records. Juvenile records are confidential and are not accessible to the general public. The court handles custody, delinquency, dependency, neglect, paternity, guardianship, and emergency psychiatric commitments of juveniles. The office does not accept personal checks; payment may be made by cashier’s check, money order, credit/debit card, or cash.

Birth and Death Records

Birth and death records are maintained by the Tennessee Department of Health. Birth records in Tennessee are sealed for 100 years and death records for 50 years; only qualified individuals may request copies. Applications are available online for birth certificates and death certificates. Each certified copy costs $15.00. The Blount County Health Department at (865) 983-4582 may also assist with vital records requests.

Blount County Probate Court Records

Probate matters in Blount County are heard by the Chancery Court, with filings managed by the Clerk and Master’s Office. The court handles the administration of decedents’ estates, probate of wills, appointment of personal representatives, conservatorships, and guardianships. The General Sessions Probate docket also handles certain probate-related matters.

Searching Probate Records

Probate case records can be searched through the county’s online court records portal for cases filed from August 2019 onward. Older records may require an in-person visit to the Clerk and Master’s Office.
